Orbis Professional + Technical Services & Construction Contractor Frameworks

Orbis is a partnership between Surrey and East Sussex County Councils that aims to provide seamless and resilient business services to the public sector, creating a compelling alternative to other providers. The Orbis Partnership incorporates the following services: Human Resources and Organisational Development, Property , IT, Procurement, Finance and Business Operations.


Orbis will be establishing two new frameworks,


• The Orbis Professional and Technical Services Framework with multiple providers for construction projects and capital programmes


• The Orbis Construction Framework with multiple contractors.


These will be procured to function alongside/ support each other.


The Frameworks will be jointly procured by East Sussex County Council and Surrey County Council as part of the Orbis Partnership, its current and future Partners and Clients and other public sector organisations. Please note that East Sussex County Council will be the contractual lead authority for The Orbis Professional and Technical Services Framework and Surrey County Council will be the contractual lead authority for The Orbis Construction Framework with multiple contractors.


The Orbis Capital and Revenue Programme is anticipated to be in excess of £500m over the next four years — which in accordance with Orbis Partnership priorities, will be delivered by a range of suppliers, including SME's.

 

The Orbis Professional and Technical Services Framework with multiple providers for construction projects and capital programmes


It is expected that the new Professional and Technical Services Framework will supplement other procurement arrangements which are available to Orbis partners and clients. The Framework will be used as a vehicle to deliver diverse types of Property related projects and programmes across the public sector.
The Framework is intended to be divided into specialism based Lots, with individual works and programmes thatmay range from £1k up to circa £10m
The range of professional services required are (but not limited to) the following:
— Multi-disciplinary services for major projects;
— Multi-disciplinary services for minor works;
— Multi-disciplinary services for maintenance projects;
— Design Consultancy;
— Building Surveying Consultancy;
— Building Services (M and E) Consultancy;
— Structural Engineering Consultancy;
— Cost Consultancy;
— Project Management;
— Clerk of Works;
— Planning Consultancy;
— Highways/Traffic Consultancy.


The precise number and composition of the Lots is in the process of being considered — and will be confirmed in the contract notice for this procurement.


The Framework is intended to be in place for three years with an option to extend it for a fourth year.

 

The Orbis Construction Framework with multiple contractors.


It is expected that the new Construction Framework will supplement other procurement arrangements which are available to Orbis Partners and Clients. The Framework will be used as a vehicle to deliver diverse types of construction projects and programmes across the public sector.


The Construction Framework is intended to be divided into value banded Lots.


Lot 1 will encompass capital projects and programmes of work from approx. £3m to approx. £10m.


Lot 2 will encompass capital projects and programmes of work up to approx. £3m.


The Framework is intended to be in place for 3 years with an option to extend it to 4th year.
